What the Wisconsin governor is saying is "I want to break legal contracts if I feel like it in order to give my rich friends tax breaks, and if I have to pretend there is a budget problem to do this, I will invent one."

The attack on public employee pensions has been launched because that's where a lot of the middle class still has money, and rich bastards are incensed that there is any large pool of money anywhere that isn't theirs.
